Taxy levy remains at 0 in Mtn. View

Mountain View first meeting of the board of aldermen since the city's new administrator Trish Kruse started work. The meeting began at 5:30 p.m. with the public hearing on Aug. 19 for the property tax levy. As no public comment was heard, the public hearing closed. The regular meeting began at 6:00 p.m. and despite a lengthy agenda, the board swiftly moved through all items.
 
The approval of the agenda with 3 additional items added, minutes of previous meetings, department reports and financial reports was approved after Alderwoman Judi Colter requested a detailed report of a category listed as miscellaneous on the financial reports.
 
- Bill 1439-Resolution 25-08-19-01 Tax Levy for 2025 was approved as the tax levy for 2025 will remain at 0 as it has for several years. Comments were made that the board was afraid at some point, for the betterment of the city, that may change.
 
- Bill 1440-Resolution 25-08-19-02 Valley View Rehabilitation Letter of Support was approved. This resolution will support an application by Maco Development Company, LLC to the Missouri Housing Development Commission to acquire, modernize, and rehabilitate 52 apartments known as Valley View I, II and III Apartments for low-income families.
 
- Bill 1441-Ordinance 1780 Amending Chapter 21-Adding Employee Classification/Pay Matrix was approved.
 
- Bill 1442-Ordinance 1781-Rezoning 515 Derks Street, first and second reading was approved.
 
- Wastewater Collection System Rehabilitation Contract Award recommendation-motion made to accept the recommendation from Horner & Shifrin to award the contract to KAJACS Contractors, Inc. for $4,495,000.00 was approved.
 
- Estimates for city website set-up, emails and phone was approved to purchase 10 Samsung A16 cell phones at a cost of $219 each from Patriot Mobile along with cases from Amazon at a cost of roughly $10 each and services from Patriot Mobile to include accidental damage insurance; city email accounts with Google workspace at a cost of $6.30 each for supervisors, administration and city hall staff; and website hosting and design with CivicPlus at a cost of $2,958 annually.
 
- Signature change for the Mtn. View Police Department account was approved to remove Tiffany Young as an authorized signer and to add Amanda Taber, James Perkins and Stetson Schwien.
- Request by MVPD for vehicle repair was approved to repair the vehicle at Piney River Ford at a cost of $2,250.
 
- Request for mower for Parks Department was essentially tabled as the board decided to review the budget before considering the purchase of a new mower. Bids were received from Lynch Equipment for $11,712; Heritage Tractor for $12,300; and Brown's Farm and Garden for $13,082.28.
 
- Planning & Zoning Commission appointments and minutes were approved appointing Gary Yarber to the commission as a member to replace Linda Lewis and appoint Lori Strosnider as an alternate.
- MIRMA-Safety Committee and Safety Officer - the board approved appointing the City Clerk, Terry Thornton, as the safety officer for the City of Mountain View with the Safety Committee consisting of the city clerk, city administrator and department supervisors.
 
- MIRMA-ADA Coordinator and Transition Plan - the board approved appointing Fire Chief/Building Inspector Jason Taber as the ADA Coordinator for the City of Mountain View.
 
- Emergency Management Director resignation and supplemental operations plan - the board approved the resignation of Will Pierce as the Emergency Management Director effective October 1, 2025 and to appoint Jason Taber as the new director for the City of Mountain View with a $2.00 per hour pay increase.
 
- Fire Air Compressor replacement - the board approved the department to purchase an air compressor from Tractor Supply at a cost of $1,099.99.
 
- Wastewater Treatment Plant Repair - the board approved the purchase of control panel parts at a cost of $4,598 and labor of $2,148 to be installed by ZM Enterprises, LLC.
