Hardman is city prosecuting attorney and dog swim set Aug. 28

A forty-minute meeting of the West Plains City Council covered a lot of ground on Aug. 15. Mayor Mike Topliff called the meeting to order at 5:30 p.m. Councilmen Josh Cotter, Jessica Nease, Johnny Murrell, and John Niesen were present, according to the draft minutes of the meeting. 

Council heard from Chris Fabian from Resource-X regarding priority-based budgeting services, but took no action.

City Administrator Sam Anselm announced the City Pool would close for the season on Aug. 21, but would reopen to host a swim meet on Aug. 26 and a dog swim on Aug. 28.

In action items, Council voted to accept six bids:

-A bucket truck from Altec of St. Joe, MO for $186,247

-A drum roller for the Transportation Department from Murphy Tractor of Springfield, MO for $42,000

-A pick up truck for the Electric Department from Corwin Auto of Republic, MO for $39,428

-A pick up truck for the Planning Department from Corwin Auto of Republic, MO for $35,721

-A pick up truck for the Sewer Department from Corwin Auto of Republic, MO for $39,429

-Street sealant services from Donelson Construction of Clever, MO for $254,484

Council passed three resolutions. Heath Hardman was appointed city prosecutor at a motion from Councilwoman Nease, seconded by Councilman Murrell. The same resolution fixed the prosecutor's compensation and authorized the city administrator to execute an agreement with Hardman for legal service.

Council also approved resolutions approving a rural service agreement with Adam Talburt and resolving to submit an amended application to the Missouri Department of Natural Resources for ARPA funds. 

Three ordinances were passed unanimously after their second reading. 

-Ordinance 4715 accepts ownership and maintenance of the Court Square public right-of-way. 

-Ordinance 4716 accepts ownership and maintenance of a portion of Howell Valley Rd. 

-Ordinance 4717 authorizes City Administrator Sam Anselm to execute the State Block Grant Agreement of a $90,000 grant to the City for the installation of a new fuel system project. 

Three additional ordinances were presented for first reading:

-Bill 4718 to become Ordinance 4718 amends City code regarding the Tourist Development Advisory Council to remove term limits and change meeting times from quarterly to bimonthly

-Bill 4719 to become Ordinance 4719 establishes a procedure to disclose potential conflicts of interest and substantial interests for certain city officials

-Bill 4720 to become Ordinance 4720 provides for the levying and collection of the general revenue tax for the year 2022 on all real, personal, and mixed property within the corporate limits of West Plains.
