Mtn. View's code of conduct discussed, tax levy approved

The Mountain View board of aldermen moved swiftly through the lengthy agenda addressing city official conduct, and the 2026 tax levy in a regular session last Tuesday. 
 
Mayor Karen Gaddy said on the topic of the code of conduct, "We have had some issues with conduct, and we have had a lot of talks amongst ourselves, and we have resolved that we are going to do better, and so we wanted to publicly come to you today and pass a resolution to reaffirm our code of conduct."
 
Alderman Calvin Perry said, "This pertains to me, I will say this: sometimes my mouth overruns my brain and that is exactly what happened, and I apologize to the people of Mountain View, to the people of this city, to the employees and to the county. I apologize."
 
Audience member Terry Gunther spoke up asking, "Is there going to be repercussions if it continues?" When his question was met with silence he continued, "I'm serious."
 
Mayor Gaddy addressed the audience and answered, "Yes, there will be repercussions."
 
As the board moved on, Gunther could be heard commenting, "Well it's going to happen again." To which audience member and husband of city clerk, Rick Thornton, scoffed and said, "Yeah, because it's a joke."
 
There was no discussion for audience members who disrupt meetings and have been escorted out of meetings.
 
The 2026 Tax levy, which remains at 0 was passed without much discussion.

- Brush pickup ideas discussed with resolution to be presented at next meeting
- Oak Street parking explained
- Ordinance 1798 (passed from January 26, 2026) was discussed regarding Sunday Liquor License, to be updated to match state/county June/July timeline
- Financial reports approved
- Electric Department truck repair discussed with thoughts on swapping vehicles with another department
- ComSec approved to provide technology monitoring, website, and phones
- MVPD discussed an exemption to city code/policy to allow for his new K-9 unit to be able to drive the city vehicle home; city to check, but code/policy may already allow this
- Wastewater repair approved
- Shop approved to purchase jack stands
- Authorized bank account signers changed to remove old payables clerk and approve new one (no names were given at meeting)
 
The board went into closed session for little over an hour returning to open session at 9:32 p.m. No announcements or votes were made and the meeting closed shortly after.
 
The board held another closed session meeting on Friday, Aug. 14. See next week's issue for an explanation of these two closed sessions. Minutes had not been released the News as of press time.
